Is the bombing legal??

IS the crude, inaccurate bombing being carried out by the US and Britain leagl? I mean they haven't declared on Serbia, but just decided to bomb it?
Surely bombing, without the threat of ground troops is pointless? as it only unites the people of the country behing Milosvic and against other nations, and therefore only strengthens the position of Milosvic, surely ground troops have to be sent in, if any military action is to be taken? I don't the idea of other countries, especially the US interfearing with other countries business, but "If I can shoot rabbits then I can shoot fascists" and as I socialist, I have deep in-built hatetred of Fascists/ Dictators and I think they should be wiped out as ALL Fascists deserve to die a painful and horrible death.
