Don: They were not engaging in genocide, which is what I said in my statement above. I don't know what "ethnic cleansing" is. It kinda sounds like genocide, but in fact it seems to be a weasle word which has a vague meaning, which is probably why all the weasles use it (Clinton, Blair, Albright, et al). The fact is, Clinton and NATO lied about mass murder in Kosovo. The fact is, the mass exodus of Albanians from Kosovo did not begin until AFTER the bombing. How many fled because of the *bombing*. Hell, Albanians fled to Belgrade at this time. I don't doubt that angry Serbs turned on Albanians because of NATO's bombing, and the bombing does not absolve these Serbs of their guilt. This does not prove that the Serbs had a master plan of "ethnic cleansing", however defined.
: As to your other point, about who decides when genocide or other atrocities occur: that's an excellent question, and of course it will always come down to human judgement, but hopefully it will be a decision made by representatives from the international peacekeeping force, based upon recommendations from their elected, civilian authorities.
Don: I think a better plan is: countries do not meddle in the internal affairs of other countries. Let's leave Serbia, and Russia, and Somolia, and all other such places alone.
