Day 048 - 08 Nov 94 - Page 21

"248" is in parentheses, and after "universe" it has got
"homes" in parentheses? Do you know what that means, or
whether it is of any significance at all?
       A. I suspect, my Lord, that that is, for whatever
reason -- this is very much a media working document and,
for whatever reason, we were buying homes there, numbers of
homes, as opposed to the numbers of children. I do not
know why it was done in that region.

  Q. But it is still of children's television?
       A. Yes. It looks as if it was placed -- whether it was
pure children, I would not be able to say, but certainly it
is showing up under children's TV.

  MR. JUSTICE BELL: Yes.

MS. STEEL: Going on to Tyne Tees on page 233, six weeks of
advertising aimed at children and five at adults; that is
       right, is it not?
       A. Yes.

  Q. And in Central Scotland, three weeks of television
advertising aimed at children and none, again, at adults?
       A. None on television, no.

  Q. If we go on to 1988, rather than me reading all of them
out, perhaps you could look through all the regions, and if
you could confirm that in all the regions there are more
weeks of advertising directed at children on television
       than there are at adults?
       A. Yes, I can; and I can explain why. It is because there
are small crosses that you will see at the top, which is TV
AM, which was a national buy, which was a very, very low
weight and it meant we could effectively put a cross right
the way across the year. So it artificially inflates the
numbers of weeks that you see.

  Q. It is still advertising at children, though, is it not?
       A. But it comes back to my point about one spot every week
of the year is 52 weeks of advertising.

  Q. So how many times were those spots on there?
       A. I have no idea.

  Q. You do not actually know whether it was only once a week?
       A. I did not say it was once a week. What I believe,
normally, if you have got a burst of advertising, you will
see a block; these dark blocks are put in. Where you do
not have that, it is very light weight; it is a sort of
"drip campaign", as it would be called.

  Q. So the blocks would represent heavy advertising, or kind of
       like----
       A. Normal, normal weights.

MR. JUSTICE BELL: When you say "blocks", what do you mean by
       that?
       A. In other words----

  Q. Several weeks on the trot?
