Bell is a judge of the High Court of Justice (Queen's Bench Division), and has been the judge in the McLibel case since Autumn/Fall 1993. He has been a High Court judge since 1993, but apparently had never been involved in a libel case (either as a barrister or judge) before being assigned to McDonald's Corporation v Steel & Morris. His speciality as a barrister was apparently medical negligence.

Bell was born in 1939; he went to Brentwood School and then Oxford University; he was called to the Bar in 1963 (Middle Temple) and became a QC in 1982; he was appointed a Recorder in 1980 and a judge of the Employment Appeals Tribunal in 1994.
