From November 1984 to December 1991 he was the Assistant Attorney General in charge of the Dallas Regional Office of the Texas Attorney General's Office. He operated almost exclusively within the Consumer Protection Division of that Office. The primary statutory responsibility of that Division is to enforce the Texas Deceptive Trade Practices Act, which provides for private enforcement through individual litigation and for public enforcement by the Division.
