I swear I haven't laughed so much in years! Every time this thought pops into my mind I can't help laughing. You are right, it is bittersweet irony at its best! *HA!* Even if the US did sign they would have meant they would not support "tests" involving nuclear weaponry that include American citizens as guinea pigs.
Why should they sign if it means can no longer test their toys of destruction and power in places no-one lives in (like the middle of Australia)? Although no-one would really care enough that they went back on their pitiful word. US governmental credibility can't be shot much more. Basically, the US will use nuclear weaponry whether or not they sign the precious treaty. Legislation changes, and the government would find some way of using their bombs and still looking good in the eyes of the public.
By the way, did anyone ever see the 1988 doco by John Pilger, "Secret Country"? Some very interesting stuff in that video about the US government and a mustard seed. I think that basically says it all.
