What would it have achieved anyway? A little more moral leverege on Pakistan and India? Nothing personal, but the US supporting a nuclear test-ban treaty is really the height of hypocricy and typical of their patronising style of foreign policy.
The US has been party to keeping the world on the brink of nuclear war for the last fifty years, have nuked whole sections of Pacific countries out of existence and have twice used them on human beings. But now Pakistan and India can't be trusted with them. Those Asians are far to unstable and irrational to be able to handle such a big responsibility.
Only now when there are other players in the game does the US look interseted in limiting nuclear proliferation. A test-ban treaty doesn't really affect the US - they already know that their thousands of warheads work with deadly efficiency - they just don't lke the idea of having more competition. Meanwhile the only choice countries like Australia have is to keep our fingers crossed while the US plays party politics.
