     1        think that certain procedures are only being brought in to
     2        provide a public relations or public impression rather than
     3        addressing the underlying problems, then I think that is a
     4        valid point to make.

     8   MR. MORRIS:  Can I say that Dr. North would like to be addressed
     9        as "Dr." North by Mr. Rampton.

    11   MR. JUSTICE BELL:  May he be congratulated on having got his
    12        Doctorateship since he was last here.  Anyone could be
    13        forgiven for calling him Mr. North when we were calling him
    14        Mr. North last time, but I am sure we will all call him Dr.
    15        North, as he is entitled to be called, from now on.

    17   MR. MORRIS:  It is just that that is how he would like to be
    18        addressed.

    20   MR. JUSTICE BELL: Yes.  Do you want to say anything, Ms. Steel?

    22   MS. STEEL:   No.  I agree with what Mr. Morris has said.

    24   MR. JUSTICE BELL:  The words from, "represent" to "tool and" are
    25        matters for me as are "the exercise was" to, "for a real
    26        thing" in the penultimate paragraph, and the words after
    27        "UK" -- not the whole of the last paragraph but the words
    28        from, "continues" to "safety and" are not matters, in any
    29        event, which are within Mr. North's expertise. I do not
    30        criticise him for the moment for putting them, if that is
    31        the view he holds, but he cannot help me on those matters
    32        himself.

    34        If you all have a copy of Mr. North's statement, in the
    35        first line, "represent a graphic" and in the second line
    36        to, "tool and" should be taken out.  The last sentence of
    37        the penultimate paragraph, "the exercise was" down to,
    38        "real thing".  In the last paragraph, not the whole of
    39        that paragraph, but from the words, "continues to regard"
    40        at the end of the first line to, "public safety and".  That
    41        is the whole of the second line.

    43        When I have excluded matters such as these from Dr. North's
    44        statement, and matters which I excluded from the statement
    45        of a witness yesterday, it is not to be taken as any
    46        indication one way or another as to the conclusion which
    47        I might draw for myself on those matters if relevant.  It
    48        is just a question of whether it is admissible in evidence,
    49        that is all.
