Day 242 - 29 Apr 96 - Page 10

not suffered a series of guerilla wars and military coup
d'etat that neighbouring states have and, secondly, they
have had a much fairer land distribution system; not so
much as societies of landlords and peasants of a neo feudal
type which is characteristic of countries like Guatemala or
El Salvador and which led to guerilla wars, in fact, in
       those countries.

My point is that these figures and my own research indicate
that while the so-called theory of Costa Rican
exceptionalism is valued in the political sphere, Costa
Rica is far more democratic than its neighbours. It is
much less valid in the field of land distribution and that,
in fact, the figures , about which there is a reasonable
consensus for the 1960s and 1970s, are that approximately
five to six per cent of farm units occupy approximately
almost two-thirds of all farmland, so it is a high degree
of skewness equivalent to the land distribution skewness
that you will find in Latin American countries of a much
less democratic character. I think land distribution has
its own logic which escapes the control of democratic
       politicians.

  Q. Yes. I do not wish to refer to any more in that document.
I want to look at the documents behind Mr. Cesca -- the
Cesca briefcase documents, if you like. I do not know
whether it is a final one. I believe it is behind Mr.
       Cesca's statement.
       A. Do I have that?

MR. JUSTICE BELL: Just pause a moment and we will provide you
with one. Which documents are you referring to?

MR. MORRIS: It is, I think, the first document. I have one
with Mr. Rampton's handwriting on the front, but there are
       a series of documents.

MR. JUSTICE BELL: Show me which kind of document it is.

MR. MORRIS: It is the one, if you remember, which has the map.

MR. JUSTICE BELL: Is it behind Mr. Rampton's letter of
       28th February?

MR. MORRIS: Yes,, it is. It is that one.

MR. JUSTICE BELL: In case it is there, do you mind just putting
that on the side table, Dr. Carriere, that bundle, and a
yellow XI, please, which is in the middle of the stack. In
divider 1, there is Mr. Cesca's statement and I have put
the documents there. Can you turn to the end of
       Mr. Cesca's statement?
       A. I am at the end.

  Q. What do you find there? Turn over again.
       A. I find a table of which the first line is, "(a) Costa
       Rica has 12 live zones".

MR. MORRIS: That must be part of those documents.
