     6        A.  Yes, I recall that I was informed in discussions that a
     7        low level person in the Personnel Department had sent out a
     8        letter about not hiring union people, and that the German
     9        company had rescinded it, and had moved the individual out
    10        of the Personnel Department.

    13        A.  I was informed of that as soon as they became aware of
    14        it.

    16   Q.   Is that as soon as the bad publicity accrued from this
    17        memo?
    18        A.  I have no knowledge of any bad publicity.

    20   Q.   Herr Sperca, apparently, is the person who sent out the
    21        memo, according to Mr. Copeland.  It does not say if he
    22        signed it; in fact, it does not even say the Chief of
    23        Personnel did not sign it, Mr. Copeland does not say that.
    24        He just said that the person who sent out the memo was a
    25        person named Herr Sperca.  Do you know what his position
    26        was?
    27        A.  An administrator of some sort in the Personnel
    28        Department but at a low level.  He was not the Chief of
    29        Personnel.

    32        A.  I do not know.

    35        A.  I believe it was he because he was the only person
    36        involved with that memo.

    38   Q.   You did not bother to find out at the time when you
    39        investigated this thing who actually signed the memo?
    40        A.  I do not know if the memo was signed or not signed.
    41        All I know is I was informed that he had sent a memo out.
    42        It had been resigned and that he had been moved out of the

    58        would involve Personnel matters.
