     8        A.  If you will notice a Don Horwitz, who CC'd on this, he
     9        was the General Council, and my understanding, at least
    10        when I came on board, was that this area was administered
    11        by our General Council, not by John Cook.

    13        You will notice, in fact, it says that he proposes
    14        something.  That suggests to me, further, that this was not
    15        within his purview to make a decision; he was proposing to
    16        the top management and to the department that handles it.

    20        Don Horwitz.
