     9        A.  I was not the author of this report, I have no idea.
    10        But that is what it says: "It must not be tampered with"
    11        and I interpret that as meaning it must not be touched.

    14        something like that?

    18        A.  That is what you do when you change a plug, you tamper

    26        open to being vastly differently interpreted?
    27        A.  In my opinion that sentence deals with it adequately.

    30        correct that managers are trained as part of their
    31        management training to control controllable expenses.  For
    32        example, labour, the maintenance and repair of building and
    33        equipment, promotions, food and paper costs etc."  So as
    34        well controlling labour, the management are expected to
    35        control promotions, yes?

    39        number of people who can progress to a higher grade?

    48   MR. JUSTICE BELL:  I do not think it does necessarily at all.
    49        You are being more specific about steps which are taken to
    50        cut costs; one can think of any number of ways.  I think 
    51        Mr. Nicholson might have drawn the inference, but you put 
    52        him right if he is wrong, that you were intimating it does 
    53        so unfairly, that people who ought to progress by virtue of
    54        their work performance are held back in order to save
    55        money.

    58        between the two?
