     1        A.  Neither of the meetings are -- we have only once had a
     2        vote.

     4   Q.   When the residents, say, the Royal Hospital Ward Residents
     5        Association or the Smith Street Residents Association wrote
     6        to McDonald's or the Council about the environment/index.html">litter issue in
     7        McDonald's, were they representing just the views of the
     8        officer that wrote or were they representing the views of
     9        those that attended the Association's meetings?
    10        A.  Well, if they were written after a meeting they would
    11        be representing the meeting's views.

    13   MR. JUSTICE BELL:  The officer who writes the letter does his or
    14        her best, you would say, to accurately and faithfully
    15        reflect such consensus as there has been at the meeting; is
    16        that right?
    17        A.  That is right, sir.  Yes, generally somebody says, you
    18        know:  "Resolve that we write McDonald's, or resolve that
    19        we write to the Council" and the officer does the writing.

    21   MR. MORRIS:  So just to clarify, it is not the personal views of
    22        the officer when they write a letter under the heading of
    23        the Smith Street Residents Association or Royal Hospital
    24        Ward?
    25        A.  It should not be; we have had incidences in the past
    26        when officers have.

    28   Q.   On this subject, the letters that -- you have briefly
    29        looked at some of these letters, I believe ---
    30        A.  Yes.

    32   Q.   -- as far as you are aware, were they the views of the
    33        Association as whole or just the views of the officers?
    34        A.  As far as I know, the views of the Association as a
    35        whole, in fact, I am almost certain in each case.

    37   Q.   How would you know if the McDonald's patrol did or did not
    38        come up and down your street?
    39        A.  I am retired and I work at home.  I work at a desk
    40        which looks out over Smith Street.  I am at that desk,
    41        I suppose, five hours a day, seven days a week, so I
    42        am very well aware of what goes on in the street.

    44   Q.   What floor is that window on?
    45        A.  It is the ground floor.

    47   Q.   So you can see the street directly?
    48        A.  Oh, yes.

    50   Q.   You do not have to crane your head or anything? 
    51        A.  No.  Anybody passing my window, I am afraid, is in full 
    52        view.
