2 Q. In the morning?
3 A. No, in the evening, sorry. In the morning, it depends
4 on when residents came back from dinner, if they did, but,
5 in fact, it is parked up. We did a survey of car parking
6 in the area and Smith Street at the moment is fully parked
7 up every evening.

9 Q. In the evening. What about during the day-time, what is
10 the parking like generally?
11 A. Well, the first, I think the first four houses have got
12 parking meters so they, of course, are changing the whole
13 time technically because you are only allowed to stay two
14 hours, maybe four hours, I am not certain. Then it becomes
15 residents parking. Residents parking tends to stay pretty
16 well parked up all day either by local residents who do not
17 take their car to work or by other residents from anywhere
18 in Kensington and Chelsea who are coming to shop at the
19 Kings Road. They, of course, use the residents'.

21 Q. So, as a rough guide to the parking situation and cars in
22 general, for the streets -- take for Smith Street first.

24 MR. JUSTICE BELL: Can I just put the picture, if I wanted to go
25 any time during normal meter hours from somewhere west of
26 your area, I would be an incurable optimist if I hoped that
27 I would easily find a parking meter bay to park on?
28 A. Yes.

30 Q. I would expect to see the residents' bays full or virtually
31 full?
32 A. That is right, sir.

34 Q. You say after 6.30 when the parking restrictions stop
35 anyway, it is, to use your phrase, fully parked up?
36 A. Fully parked up.

38 MR. MORRIS: On Sundays what is the sort of parking situation
39 like, generally?
40 A. Well, it is much easier, until about 10 o'clock when,
41 of course, we then start getting the supermarkets which are
42 now open on Sundays -- they did not used to be -- but we
43 then get all the Safeway and Marks & Spencer parking coming
44 into our street. So we are pretty parked up from 10
45 o'clock on Sunday afterwards.

47 Q. Would you say, from your experience of walking around -- do
48 you walk around, by the way, the other streets, Wellington
49 Square, Woodfall Street, St. Leonard's Terrace, Royal
50 Avenue and Walpole Street, do you walk around those streets
51 from time to time?
52 A. Yes, yes. I mean, they are all neighbouring streets
53 but I have friends in Wellington Square and Royal Avenue.

55 Q. You go there regularly?
56 A. Yes.

59 from Smith Street?
