     2        when they receive that request, will approve it or
     3        disapprove it.

     5        When they approve, like in this case, that it will be in
     6        the label that it is domestic beef, they know that they
     7        have an inspector that now has an extra responsibility.  He
     8        has to check that that beef, it has originated -- it had
     9        never left the US and it comes from the United States.

    11   Q.   So if McDonald's say in one of their leaflets -- which we
    12        will refer to, if we need to -- "100 per cent US beef" ---
    13        A.  It has been -----

    15   Q.   --  is that how the US DA categorises that beef; it is
    16        officially US beef, and they are allowed to call it "US
    17        beef"?
    18        A.  That is correct.

    20   MR. JUSTICE BELL:  I am not sure.  I am not entirely confident
    21        that you and the witness are on exactly the same
    22        wavelength.

    27        I would merely say that.  By all means, ask your
    28        preparatory questions, but if you have a specific case to
    29        put, a positive one, do it.

    31   MR. MORRIS (To the witness):  So in America, when your suppliers
    32        buy beef, it comes with some kind of label?
    33        A.  That is correct.

    36        A.  I have taken the US -----

    39        A.  That is correct.

    41   Q.   I am just talking about the USA.  Is it the case that if it
    42        has been approved by the US DA to be called "US beef", then
    43        it is basically domestic beef?
    44        A.  That is correct.  The label comes with an approval
    45        seal, and it comes with description, a number that the US
    46        DA will assign to establish -- what they call an
    47        establishment number, that determines where the beef comes
    48        from.  It also comes with the name of where the beef came
    49        from, as well as a description of the beef, what it is,
    50        what parts, and all that.

    52   Q.   This has always been the case, has it, in America? 
    53        A.  That is correct.

    55   Q.   So nothing has changed from what it was 10 or 20 years ago
    56        in terms of that?
    57        A.  As far as I can remember.  Obviously, I was not alive
    58        in the early 50s, but as far as I know, yes.
