Day 055 - 25 Nov 94 - Page 15
Q. As regards changing the codes and the way the ITC is
structured, and all those kinds of things that you have
mentioned in those recommendations; what was the general
industry position?
A. The general position was that these changes were not
necessary.

Q. We can move on from that, then. There is a great deal of
detail in that pamphlet, but we do not really want to go
into it. It will save time.

Your pamphlet Responsible Food Advertising, July 1994, this
was issued before the ITC's new proposals; is that correct?
A. Yes. This was part of the procedure. After the
publication of the first report, we held meetings with the
Independent Television Commission and, in the light of the
request of the Health of the Nation to regulatory bodies to
review their codes of practice, the ITC did agree that
there were grounds for looking at the current code.

Q. So if we could just go to that?
A. They requested (and it was agreed) that the National
Food Alliance would put together a submission which would
be made and which would be considered together with the
proposals that the ITC, themselves, were then drawing up
for proposals by its Advertising and Advisory Committee.

Q. The National Food Alliance considered an important part of
the -- I mean, does it represent a coherent camp, in terms
of the proposals to amend the Code?
A. Yes, I believe it does. I think that that has been
acknowledged both by the Nutrition Task Force and also, to
some extent, by the ITC. We do know that the endorsement
by such a broad range of important public health nutrition
orientated bodies is certainly important and influential.

Q. I believe the NFA is quoted in the "Eat Well" pamphlet?
A. Yes, it is.

Q. It is also referred to in the letter sent out by the ITC
with their proposals. I do not know if it is referred to
by name. We will come to that maybe a bit later on.
A. Yes.

Q. So your proposals -----
A. The proposals.

MR. JUSTICE BELL: Where are you now, because you are waving a
pink book around, without telling me where to find it.

MS. STEEL: It should be behind Ms. Dibb's statement.

MR. JUSTICE BELL: Yes. I have a mass of stuff behind
Ms. Dibb's statement. Can you not steer me towards where
it is? What does it have written on the front of it?

MR. MORRIS: It is Responsible Food Advertising. There is a
copy here with some highlighting on it.

MR. JUSTICE BELL: You think I have copy of this, do you? I may
