sanctions that they have do differ. But, in general, yes,
I believe that neither the current code that is drawn up by
the Committee on Advertising Practice for the Advertising
Standards Authority or the ITC Code that we have just been
referring to in any way adequately reflect concerns about
       nutrition and children.

MR. MORRIS: Let us concentrate on the ITC proposed
recommendations. It is part 1 of the ------

MR. JUSTICE BELL: What are you looking at now?

MR. MORRIS: Part 1 of Responsible Food Advertising, is that
       correct, rather than part 2?
       A. Yes. If I can just explain what this document is?

MR. JUSTICE BELL: I had better find it, first of all. I was
looking at the document which Mr. Miles has referred to.

MR. MORRIS: Which one was that?

MR. JUSTICE BELL: The one which appears immediately after the
one we have just been looking at.

MR. MORRIS: (To the witness) Can you just give a bit of
background to, before we actually look at the text of those
two documents, your proposals, the ITC proposals?
       A. Yes.

  Q. If we could just briefly go back to the Advertisers' Dream
pamphlet and the NFA recommendations; is it true they
       predate ---
       A. Yes.

  Q. -- this current debate?
       A. Yes. Briefly, just to give the history to this, the
       report "Children: Advertisers' Dream, Nutrition
Nightmare?" its recommendations included a review of the
Codes of Practice, particularly in the light of the Health
       of the Nation.

MS. STEEL: Those recommendations are on page 3 of Advertisers'
       Dream; is that right?
       A. Yes; and those recommendations are endorsed by all the
organisations that are listed on the second page of that
       report.

MR. MORRIS: Do you just want to mention some of the more
significant, or which you feel are some of the ----
       A. Yes. They include the British Dental Association, the
British Dietetic Association, the British Heart
       Foundation -----

MR. JUSTICE BELL: I can see them all. You mean all the ones on
the third sheet which we have?
       A. Yes. Following the publication of this report and
       following meetings ----

MR. MORRIS: Just to emphasise that, those organisations have
specifically backed the recommendations in the
