Day 044 - 02 Nov 94 - Page 19
extracts from the 1988 Report. If I am might address the
witness? Mr. Green, you might find it is the document
lying on the top shelf.

MR. JUSTICE BELL: I have one with yellow post-its on, a
separate volume.

MR. MORRIS: Can I just quote? There are not any large chunks?

MR. RAMPTON: I do not think that is fair on the witness, with
respect.

MR. JUSTICE BELL: Borrow mine for the moment. (Handed)

MR. MORRIS: If we start-----

MR. JUSTICE BELL: Do not read too fast, and give the page
reference and the paragraph number.

MR. MORRIS: If we start at the very first page which is not
numbered, it is a message from the Surgeon General.

THE WITNESS: There is a page 5 in here.

MR. JUSTICE BELL: That is the first one.

MR. MORRIS: Unfortunately, the first page is not copied.

MR. JUSTICE BELL: Read it out steadily. (To the witness) If
you do not follow what is being read, or need a moment to
look at it in print to consider it before giving an answer,
then say so. If you can possibly manage just on hearing
it, do. But do not hesitate to ask to look at Mr. Morris'
copy before you answer.

MR. MORRIS: I will read the first paragraph:

"I am pleased to transmit to the Secretary of the
Department of Health and Human Services this first Surgeon
General's report on nutrition and health." This is from
the Surgeon General. "It was prepared under the auspices
of the Department's Nutrition Policy Board. Its main
conclusion is that over-consumption of certain dietary
components is now a major concern for Americans."

I would just emphasise "over-consumption".

"While many food factors are involved, chief among them is
the disproportionate consumption of foods high in fats,
often at the expense of foods high in complex carbohydrates
and fibre, such as vegetables and fruits and whole grain
products, that may be more conducive to health."

Then over the page-----

MR. JUSTICE BELL: Do you want to ask him a question about
that? The more he has to remember before he answers, the
more difficulty he is going to be in. That is the point.

MR. MORRIS: (To the witness) Would you agree with that?
