Day 038 - 19 Oct 94 - Page 08

MR. JUSTICE BELL: Yes, that is what he is.

MS. STEEL: OK. Could you tell us what qualifications you
       have?
       A. Yes, I have a first degree in physics from the
University of Kent. I then gained an M.A. in philosophy
from the University of Kent and subsequently gained two
research degrees in philosophy from the University of
       London, an M.Phil. and a Ph.D.

  Q. Perhaps it might be helpful if we refer the court to your
       CV?

MR. JUSTICE BELL: Yes, I have read that and I will take that as
part of Dr. Millstone's evidence. But if you want me to
look at any particular part now, we will deal with it.

MS. STEEL: Could you go through your CV and draw our attention
to any parts that you feel are particularly important for
       the court to note?
       A. I would be entirely happy to do that, but I do not have
a copy with me; I was not expecting to need one. (Handed).
Perhaps I might draw attention to some of the items
starting on page 2: I first started publishing information
concerning food additives in the mid 80s. In fact, the
first item is on page 3 and under Non-referee Journals was
an article in New Scientist. I have subsequently published
articles on the regulation of additives in the UK and
comparing UK with other international countries in the
       Journal of Food Policy.

I have published two books on food additives, their use,
regulation and safety, both by Penguin in 1986 and 1988.
I have been researching these matters for now just 20
years. I have received some research support for this. In
particular, the Economic and Social Research Council is an
item referred to on the top of page 3. I participated in
comparing the UK with France, West Germany, what was then
the European Community, comparing the ways in which
additives are regulated in the UK with those other states
       and organisations.

I have done some work under the auspices of the European --
it then was the European Communities Consumer Policy
Service, looking at changing patterns of food consumption
in West Germany, Netherlands, Belgium and Luxembourg,
particularly foods being or purporting to be particularly
healthy. I have also published extensively in books and
journals on food additive safety and particularly focusing
on the issue of the ways in which scientific evidence and
scientific expertise contribute to and influence the policy
making process. Does that answer your question?

MS. STEEL: I think so. If you just explain what exactly is
       your area of professional expertise?
       A. OK.

  Q. That is relevant to the court?
       A. I have a post in what is called the Science Policy
Research Unit which is, as I understand it, the UK's
