Day 031 - 05 Oct 94 - Page 33

communicated to the public at large.

  Q. Who are they funded by?
       A. It is funded entirely -- I presume entirely -- but
certainly the bulk of the money is from the British food
       industry, as I have mentioned.

  Q. So they recommended a reduction in total fat, you say, to
decrease the risk of developing cancer?
       A. Yes.

  Q. So as they are funded by the food industry, does that mean
that they are representative in some way of the food
industry, are they likely to take a -- what kind of
approach are they likely to take to giving this kind of
       advice?
       A. I have to say that the composition of these task
forces (which is what we are talking about really) is
quite different to the composition of the British
Nutrition Foundation. The British Nutrition Foundation
will call a task force of experts to discuss dietary
fibre, sugar, or whatever, then in this case unsaturated
fatty acids, and the list of experts that are called for
this represents, I think, a good spectrum of academics
which, in fact, cover the fields under discussion from
this country. It also involved a wide range of experts
from other countries, from the United States of America,
Norway, Sweden and so on. But the industry itself had no
hand in the discussions nor in the production of the
report apart from paying the bill. It is true that there
       are quoted here ----

MR. JUSTICE BELL: It is paragraph 16.24, is it, the
conclusions that you are referring to?
       A. That is correct.

  Q. On page 124.
       A. That is the relevant comment, your Lordship.

  Q. Is that, in your view, an accurate -- it will be my
emphasis when I speak -- that is a fair summary, is it, on
the basis of the evidence available from the experimental
and epidemiological studies? It appears that a reduction
in total fat intake may -- that is my emphasis -- decrease
       the risk of developing cancer?
       A. That is the -- those are the carefully chosen words
which the committee wrote or agreed to write on this
aspect. I was a member of the committee and I would agree
with them. I would put it slightly stronger than that. I
think the Scottish Office put it slightly stronger than
       that as well.

MS. STEEL: Perhaps if we turn then to the Scottish paper,
which is your enclosure 3. Do you have that?
       A. Which page?

  Q. I think we actually served two pages on separate
       occasions.
       A. I have pages 32, 33 and 81.
