Dear Rosie -
This is very shocking, but it is impossible to give an across-the-board answer because it depends on the labour and human rights legislation in your country and state/province. I can tell you that it would be illegal in Canada, under the Human Rights Charter, and under most provincial Labour Standards legislation. Consult your civil liberties association, any groups that help non-unionised workers (in Montreal it would be Au bas de l'échelle - Rank and File) and also civil rights associations defending your own ethnic group.
