Empowerment

The situation you describe sounds like empowerment. However, this is a very difficult thing to achieve. Most managers think they achieve it by giving crew "responsibilities", but this is wrong. When you give someone the resources and authority to act, you give them responsibility, but you also give them freedom to decide. It has to be said that many crew cannot handle this - they either feel out of their depth, or abuse it. On the other hand, some crew enjoy the challenge and grow with it. I think it is something that can only be used selectively.
