URGENT - what influences multinationals to set up?

I have a school project to do, and one day to submit the resources!! I need some help urgently - what are the influencing factors that enable multinals to set up? And, how should governments in LCD's control multinaloals - and what theyre doing now - and why? pls, pls help urgently!
