I'm not sure what you mean by BSE (here in Aussieland we are pretty out of it) but that is still the case. It's just a contract. It turns entire companees into McD employees specialising in how McD's like to do things. Walkers in Aussieland, another company in the US and probably another in England. Our suppliers used to sell meat. Now they sell McStuff - everything from meat to lettuce to training videos. It just makes things easier. there's nothing particularly bad about it - that's just how it is. They don't sell to anyone else but then again they don't have to.
And yeah. I'm sure McD's have their own type of potato they have planted. I dunno about specific areas though.
