actually, i think the attitude you are assuming here is a part of the problem. in the US, the tendency is to "declare war" on all of our social problems (the WAR on drugs, the WAR on poverty, the WAR on illiteracy, etc., etc.). to deal with the problems concerning the youth of this country, the reaction has been no different. the knee-jerk concensus seems to be to declare war on american youth. an easy way for a politician to win votes nowdays has been to add "getting tougher on our kids" to their long list of meaningless rhetoric. unfortunately, this attitude is only going to serve to create more violent episodes like the one in columbine.

it is a war, afterall.
