Don: I suggest we scrap it by getting rid of most of the campain finace laws we have now. The main effect of these laws has been an increase in the amount of time pols spend rounding up money. I do think forign nationals who are not resident here should not be able to make contributions. In fact it is against the law for them to do so, yet Clinton has recieved considerable money from the PRC and Indonesia for his campaign.

Don: Keep in mind that these laws restrict *my* right to buy airtime. They do not restrict the power of the media to air their views.
