I think that he's trying to explain to you that Trotsky's "internationalism" frequently leads to the support of any sort of mass slaughter that is perpetrated by hoodlums with a "people's" tacked onto their gang's name.

This guy made many of the more comfortable Bolsheviks nervous. After the disasters of 1920-1922 in regards to this policy, the Russians were much more careful about their mucking about, confining the fury of their activities to domestic "enemies of the people" rather than foreign ones. In any case, up until 1929 there was no support for the Bolshevik way overseas; after that date, they had been so long in power that their nation wasn't capable of invading Finland successfully, let alone the "liberation" of the earth.
