Are they? Why that assumption? That ebing poor means ones thoughts on the state are more accurate and more relavent. Its like the mistake of asking the biggest guy in the gym for tips - he probably just is big anway. Someone poor may be the best qualified or he may not - but being poor doesnt mean one is the best qualified by 'virtue' of being poor. Ask Prince Charles about being rich - is he so well qualified?
