Indeed not, its not yet able to predict and certainly not prevent earthquakes. What technology is doing post quake is:

Medical activities
Infra red viewers for trapped people
Fast mechanical tools for freeing them
Trucks to bring in food grown and cultivated using technology
Communications to organise awareness and responsiveness to the situation.
