They pay for it, they (the organisation of employee and capital) are the source of the wealth.This sounds like the "chicken or the egg" fable. Regardless, taxes skim from both groups, businesses and households, since both entities profit from the existence of a civil government. The difference is that businesses pay less and profit more than households.

What, the government does not supply goods and services? Don't be foolish, the government can provide goods and services as well or better (depending upon the thing in question) than private firms. You have to lose your preconceptions about government; it is mere ideology that makes ypu concieve of all governmnet as wasteful, inefficeint, and parasitical. It also displays a rather malignant view of man.
