Teaching Kosovo a lesson

I think this message was meant ironically, was it not? There was, wasn't there a tone of heavy sarcasm here?

But anybody got any useful suggestions about what to do re. Serbia/Kosovo? Our 'noble' leaders haven't got a clue but they've got to be seen doing something.
