Clean Air.

Now, I'd like to ask our Anarcho-Cap friends abouit something- I dunno bout furrin parts, but here in Birtian in the fifties, we had a wee air problem, smog from Coal burning (in househoilds and factories)was causing huge social problems, lung disease was rampant, until the clean air acts were passed, and pollution dropped and public health improved.
How would an Anarcho capitalist world deal with such unowned pollution?
