Basic reinforcement principle. I first read Chomsky grossly misrepresenting behaviorism. Because of that I am unlikely to believe what he has to say on other issues...

we dont know if he's being quoted out of context or his intentions.

Despite the irony of your concern for Chomsky being quoted out of context (‘populist tradition’?), I was discussing Chomsky's review of Skinner.
