Some places are easy to categorize, especially places that generat 'boat people' and such. Matter of fact, it's not so much America classifying them as it is their own citizens classifying them.

as long as American elections are a money-controlled farce involving two parties (sometimes only one) in which most peopel don't veen bother to vote, it's an open question whether WE are a democracy, let alone South Korea.
Money is a constant in every country's election in one way or another. If most people don't bother to vote it could be nothing more than an indication that most people are satisfied w/ the way things are going.
