No, but they WERE hierarchal.

Like all Stalinists, they 'upheld the dignity of manual labor' as a subterfuge to DENY those workers any access to better jobs (such as running the 'people's state'). Those who deny the revolutionary implications of job rotation ALWAYS 'uphold the dignity' of shit work.
