They don't.

Cuba is a deformed worker's state.

It has been deformed by a usurping bureaucratic elite which has prevented REAL (Leninist) worker's democracy from taking hold (i.e. The State and Revolution which advocated decentralization [see especially chapter VI, part 2]).
