Mexico may not be fully capitalist (it's historically been state capitalist) but Chile certainly is. That might explain why wages there have stagnated since the US overthrew the democratic government and installed a military regime. Nicaragua is capitalist, since 1990, which could explain why they've gone from being teh fastest-growing economy in the Americas under the Sandinistas, to the second-poorest today. Guatemala is most definietly a capitalist state, ever since teh CIA kicked out the elected government in favor of a series of Christian evangelist, genocidal military dictators. Etcetera....

: This is an accurate statement. Things are that way probably because it's always been policy to reject economic refugees from political refugees. A sensible seperation.
What idiocy. Mayan villagers fleeing the capitalist Guatemalan dictatorship, or peasants fleeing teh Salvador death squads are not political refugees? No, silly me, of course not. The only thing they face in their home countries is being castrated and burned alive. While teh Cubans, if they returnmed, might actually face a bit of corrective detention. What a difference.

: The solution to the oppressive regimes found south of the border, I feel, lies in secure private ownership, laws that effect that security and the spread of Capitalism. May never work, just look at the ex-Soviet Union. Part of problem there as well as south of the border is cultural. It may be that some cultures are simply incapable of lifting themselves above subsistence living, especially in countries where, for instance, a caste system enforces one to a certain station. What do you think?
