McD's new Edinburgh store

I have just seen McD's have a 'site acquired for development' in St Andrews Square , Edinburgh. How easy is it to object to a store at this stage of development? If this is too late, or planning laws allow a new restaurant (this is not a new building, I think it was a pub), can stipulations be made, at least to ensure that the food is served on re-usable crockery, rather than just adding more litter to the area? Any planning experts out there, please get in touch
