I suspect they're opposed because they know most of them wouldn't "test clean" more than anything else. The testing folks would find out that enough of them really were nutball racist sociopaths that it would give a bad name to the whole lot. Personally, I suspect that Charleton Heston should have stuck with the Planet of the Apes and stayed out of the gun-mongering business altogether.
Naturally there are legitimate questions about testing; who would do it? Who would define the criteria for "sane" and "not a nutball racist sociopath?" and so forth. It's hard to design a non-discriminatory test. I know I'm not personally qualified to say who is sane and who isn't, except in pretty extreme cases. The serious crazies are pretty obvious, but there are a lot of borderline folks that I couldn't be sure about (until it's too late, of course). Jack Ruby, for instance, seemed like a perfectly reasonable, rational, corrupt, FBI mole, thug mafioso until he...well, Ok, bad example... :-)
