As I understand it, the reationale behind not ratifying it was that it would essentially base it on a sort of honor system. The U.S. and other nations were unable to do any check to see whether N. Korea or Pakistan were actually developing nuclear weapons. The republicans argued that they would wait until another test ban was put forward in which there actually was a way to keep tabs on your neighbors.
