I tried to post this earlier but never went through. It was originally titled "3/5 of a person, not a soul"
Anyway Kevin I believe what you are referring to is that after slavery ended the racist whites considered all blacks as only 3/5 of a person. I think they did this because they wanted blacks to have the power to vote, but not too much power, so that 5 black votes actually only counted as three or something like that. This is something I am trying to remember from school a long time ago. If anyone out there knows what I am talking about perhaps they can share what they know because I remember something about it but I'm sure what I think I remember is not exactly correct.
