     1        A.  It does negotiate about pay.  They have a -- I am not
     2        terribly au fait with that.  I was never an active member
     3        of the Federation.

     5   Q.   Is there a rank limit on membership of the Federation?
     6        A.  Yes.

     9        A.  Chief Inspector.

    11   Q.   Including Chief Inspector?
    12        A.  Including Chief Inspector.  They each have their
    13        different representative body.  There is the Inspectors
    14        branch, the Sergeants branch and the Constables branch.

    16   Q.   Are subscriptions deducted from pay at source?
    17        A.  Yes, it is very small.  I am not really au fait either
    18        with what union subscriptions are, but for the Police
    19        Federation it was very small, but as for the Chief
    20        Superintendents Association -----

    22   Q.   The other matter, does everyone when they become a
    23        Constable join automatically or is it completely a matter
    24        of choice, do you know -- perhaps I should say in your day?
    25        A.  Yes.

    27   Q.   You were a member?
    28        A.  I think -- oh, yes.  I paid my subscriptions simply --
    29        I think I was told I was a member.  You automatically
    30        became a member of the Police Federation ---

    33        A.  -- and there was a deduction from your salary; as I
    34        said, it was not much.  I remember in the very early days
    35        when I first started and you were paid in cash, the Police
    36        Federation member sat by the pay table and you dropped
    37        your, I think it was, thruppence.

    39   Q.   Yes.  Thank you.  I just wanted to know how close that
    40        might be to other unions.
    41        A.  I do not think, other than for people who were really
    42        interested, I do not think that the general, the average
    43        P.C. was terribly interested, certainly when I was in.

    45   Q.   Whether that is so or not, you have explained the way it
    46        worked.  What are you going on to next, Mr. Morris?

    48   MR. MORRIS (To the witness):  I just want to ask one question
    49        about Liverpool to try to fix the year?
    50        A.  I keep thinking 1988; it must have been around about 
    51        that time.  I cannot pin it any closer.

    54        A.  Oh, yes.

    58        A.  Yes, I think -- in fact, I think was a Vice President
    59        so that would be after 1987.  If you are a sports
    60        representative, there is one other indication I can give
