A. I do not know.

Q. Would it be fair to say they were banned because it was
4 felt they might be damaging to the ozone layer?
A. I do not know. Let me just -- can I just expand a
5 minute on that?
6 Q. I believe it was 1978, to be fair, that Congress banned
the use of aerosols?
7 A. That sounds correct. As far as my knowledge of the
banning of CFCs in our business, that issue did not arise
8 until -- the very issue of the ozone depletion effect did
not come about, to my knowledge, until the mid 1980s.

Q. But were you aware that environmental groups were raising
10 this issue from the late 70s, the general production of
CFC use?
11 A. No, I am not aware of that. I am only aware that
issue coming out in the mid 1980s. The information that
12 we based that on is on scientific journals and scientific
documents.

Q. You said that solid waste was also an issue in the 1980s?
14 A. Correct; more so at the beginning, towards the end of
the 80s.

Q. There were protests regarding landfill space, is that
16 correct, availability of landfill space?
A. Could you explain to me what you mean?

Q. Concern, protests, attempted legislation around -- what
18 was the nature of the concern? Was it just the amount of
landfill space that was available, or was it the content
19 of what was going in the landfill space?
A. First of all, I am not aware what Mr. Morris is
20 referring to in terms of protests against landfills.
I have no knowledge of that, but let me explain to you
21 what the issue was, what the facts were.
22 What happened in the 1980s is landfill management really
was not landfill management before the mid 1980s. The
23 situation in America was basically we had uncontrolled
disposal of solid waste into -- many people in America
24 call them "dumps", "dump sites". They were uncontrolled
which caused a lot of problems with odour, excessive
25 methane being emitted from the landfill and leeching of
chemicals etc. into the ground water and into the land.

What happened during the 80's was a concern of everybody,
27 that the control of landfills needed to be attended to.
So what happened during the 80s was a tightening of
28 regulations such that instead of having these open dump
sites, there were many regulations that were formulated to
29 basically make landfills a, I would call it "a storage
space". So that, instead of things being exposed to the
30 environment, the idea was to line the landfills and
protect it so that degradation would not occur and things
